Jim McDowell (journalist) seeks to understand the workings of Belfast City Council.
With input from a number of councillors, the documentary takes an unsparing look at the structure and processes by which Belfast City Council operates. The existing voting system is idenitifed as an area for concern, with some stating that it is weighted to favour Unionists parties.
The poor image of councillors is mocked by the Hole in the Wall Gang, the comedy ensemble stating that the actions and behaviour of councillors has long been a source of humour. Sammy Wilson (DUP) reflects on his recent bad press, blaming McDowell and, by extension, the media at large for the public's perception of him, arguing that, "one of the reasons why I have an awful public image is because of people like yourself".
The second half of the programme focuses on an upcoming council election, with Frank Millar (DUP), Tim Rogers (Ulster Unionist Party), Alban Maginnis (SDLP), Alex Maskey (Sinn Fein) and John Alderdice (Alliance) confiding their hopes and ambitions.
