Description

Footage of a change in the status of Lisburn council at Stormont. William Morgan, the Minister of Health and Local Government, hands over the charter to Mr J Howard, Chairman of the Urban Council of Lisburn. This charter allowed the status of the council to be changed from an urban council to a borough council.
