Description

At an INTO (Irish National Teachers' Organisation) conference in Larne, the Minister for Education, William Fitzsimmons, addresses the delegates. He talks of possible changes in the structure of the education system, and a shortage of teachers. He predicts the possibility of ancillary teachers, to the consternation of the audience. 

Another speaker (possibly the Chairman) also addresses the delegates. He demands the establishment of a general teaching council in Northern Ireland so that teachers may express their concerns and thoughts.
