A pioneering space rocket approaches and lands on a distant planet. After exploring the terrain and vegetation the lone spaceman spots a seemingly civilised and sophisticated township in the distance. However, closer study of the citizens convinces him of the backward nature of these people and he decides it best to recommend that the planet is unfit for future development.
